Chapter 22 - The Counter-Surveillance ManeuverInstead of reacting with immediate anger—which was precisely what Marcus Caldwell and his shell corporation wanted—I chose a path of calculated, methodical precision. Emotional outbursts were for amateurs; tactical dismantling required cold, unyielding strategy.

I walked straight past the property line, my presence commanding immediate attention. The two surveyors stopped measuring, looking up nervously as I approached them with a calm, unreadable expression.

"Morning," I said, my voice carrying a quiet, authoritative cadence that brooked no argument. "Can I see your municipal encroachment permits and the specific court-ordered injunction authorizing you to survey this active community trust property?"

The lead surveyor—a burly man with a weathered face and a nervous twitch in his left eye—fumbled with his clipboard, flipping through a stack of papers. "We... we have authorization from Apex Horizon Capital. Municipal code section four-B, commercial easement expansion."

"Section four-B applies exclusively to undeveloped municipal utility corridors, not privately deeded and federally recognized veterans trust property," I replied smoothly, quoting the exact municipal statute Jennie Parker had texted me twenty minutes prior. "Furthermore, your permit expired at midnight yesterday. You are currently trespassing on federal-grant-backed nonprofit land."

The surveyor's face paled. He looked at his partner, then back at me, finally recognizing the absolute calm confidence of someone who knew the rulebook inside and out.

"Look, lady—we're just hired contractors," the surveyor stammered, packing his tripod into its case in a hurried rush. "We don't want any trouble with federal trust violations. We're packing up."

Within five minutes, the Apex Horizon survey team was loading their equipment into the back of their truck and speeding away down Larksburg Court, leaving behind their wooden stakes scattered like discarded matchsticks.

Walt Griffin let out a deep, booming laugh from the steps of the wellness center, slapping his knee with his hand. "By God, Victoria! You handled those corporate goons with the exact same precision you used on Ethan and Jaxson!"

"Winning the battle is easy, Walt," I said softly, looking down the empty street where the survey truck had disappeared. "The real challenge is making sure the enemy realizes they can never win the war."

Jennie Parker arrived at the center a short time later, breathless and holding a tablet displaying newly uncovered financial trails.

"You won't believe what else I found," Jennie said, tapping the screen. "Apex Horizon Capital isn't just trying to grab a strip of grass. Marcus Caldwell is using the shell corporation to funnel illicit funds to buy up residential mortgages across our entire county, planning to force mass foreclosures and rebuild the neighborhood into high-density luxury high-rises. He’s trying to wipe Larksburg Court off the map entirely."

The stakes had just escalated from a neighborhood dispute to a full-scale community war.
